How Reports is governed

Who releases an edition, what each steward checks, how independence is protected and how errors are corrected in public.

01Keys

Three keys before any release.

Release keysSchematic of the release rule. No edition is released until every key has been turned by a named steward. Publication confers no mandate.
03Principles

Editorial principles.

PrincipleIn practice
IndependenceNo sponsor, funder or provider edits a finding
EvidenceEvery number is sourced or labelled with its status
NeutralityNo political endorsement and no judgement of public figures
ProportionDepth follows evidence; gaps are stated, not filled
Privacy and safetyNo personal data and no sensitive infrastructure detail
CorrectionErrors become published notices and a new version
04Positions

Positions every edition inherits.

PositionWhat it means
P1 · Risk is systemicShocks travel through couplings; national totals hide where they land
P2 · No league tablesSubjects are read against peers and thresholds
P3 · Status alwaysEvery claim carries its state, time and source
P4 · Readiness is not authorityPublication confers no mandate
P5 · Capability is evidencedA capability listed is not a capability tested
P6 · Scenarios are conditionalNever predictions
P7 · Technology is physicalCompute, energy, water and materials come with it
P8 · Correction is a featureEvery change is recorded
05AI use

Disclosed, never an author.

AI assistance may be used for drafting, consistency checks and page composition. Every number, citation and status label is checked against its source by the editorial team. No AI system is recorded as an author or a reviewer.

06Boundary

What an edition is not.

Not a government assessment, an official warning, a rating, a certification, investment advice, an underwriting decision, a procurement recommendation or an operational authorisation. Competent authorities keep every mandate they hold.

ReportsContribute

Contribute evidence from this page.

Reports is the Consortium’s quarterly publication. What you know about this subject can become evidence, a case or a correction in the next edition, credited to you and published under CC BY 4.0 where it is your own work.

Risk Academy
Reports · Risk Academy

Bring what you know to the next edition.

Every quarter closes on a sealed evidence cut. Contributions received before the cut are reviewed for that edition; later ones wait for the next.
