Epidemics, health system resilience, biosecurity and oversight

Department of Global Health Security

The department reads a health emergency as a cascade through a system: a pathogen spreads through contacts, cases reach facilities, facilities need staff, beds and supplies, and the oversight of laboratories and biotechnology decides what risks arrive in the first place.

Twin builder and simulator.

For Department of Global Health Security: the faculty's twin of Delhi on the planet map, the globe and in 3D. Pick a generator, switch layers, run the instruments; every layer prints its provider and date.

Delhi and its National Capital Territory core: a flat plan of the faculty twin. Terrain 191 to 315 m; 950 hospitals; 26,073,018 people in the box, 2020; Population density, GPW v4.11 (2020): live, loads in the twin; Air quality, Copernicus CAMS via Open-Meteo (hourly, 5 days): live, loads in the twin; Nitrogen dioxide column, TROPOMI (Sentinel-5P): live, loads in the twin; Surface air temperature, AIRS (daily, day): live, loads in the twin; Urban heat island, summer daytime 2013: live, loads in the twin; Built-up and settlement extent, HBASE 2010: live, loads in the twin. Contours every 50 metres from the elevation grid; people per cell, worldpop 2020 as four classes per cell (edges 4,474, 14,627, 25,652); hospitals as marks.

What the department studies.

Its methods are epidemic intelligence and event-based surveillance, outbreak investigation, compartmental modelling with explicit parameters (the faculty's SIR explorer on the WorldPop count of Delhi), surge capacity and continuity assessment of health systems with the hospital safety index method, and biorisk management under ISO 35001:2019 and the WHO Laboratory Biosafety Manual, all within the International Health Regulations (2005) as amended in 2024 and the WHO Pandemic Agreement adopted in May 2025, which is not yet open for signature. A graduate can run a model with stated parameters and say what it does not forecast, assess a hospital network's surge capacity from mapped facilities and workforce data, and write a biosafety and biosecurity oversight plan for a laboratory.
