We are international non-profit Risk Academy & Action Lab built for a century in which shocks don’t arrive one at a time—they couple. Our purpose is simple and exacting: turn shared warnings into shared allocations before local disruptions become systemic crises. We convene governments, the United Nations family, development banks, firms, cities, communities, and investors to build practical risk competence—the capacity to forecast together, decide together, and act together at the speed of compounding risk

We do not replace multilateral institutions or national mandates; we equip them. Our work is country-owned, UN-aligned, field-first, and rights-anchored

Risk is the new gravity of civilization. As interdependence grows, unmanaged risks—climate, biosecurity, cyber, financial, food–water–energy, fragility—curve decision space, compressing futures and concentrating harm. The counterforce isn’t rhetoric; it’s engineered capability: anticipatory sensing, pre-arranged finance, if–then playbooks, local execution, and ethics by design. Our Academy exists to mainstream that capability in public institutions, markets, and frontline organizations

What We do?

1) Train & Certify

  • Executive Residencies for heads of government, ministers, mayors, CEOs, and UN leaders.
  • Practitioner Programs for line ministries, regulators, city ops, UNCTs, and NGOs.
  • Analyst/Engineer Track for data scientists and planners: propagators, couplings, model-predictive control, and causal policy evaluation.
  • Finance & Markets Track for treasuries, MDBs/DFIs, insurers, and asset owners: parametric solutions, contingent credit, resilience bonds, and risk-removal pricing.
  • Community Leadership Pathways with local languages, consent toolkits, and grievance design.

2) Build the Open Risk Stack

  • Interoperable data schemas, model cards, assumption ledgers, and error budgets—auditable by default.
  • Sector libraries for climate–nature, biosecurity, cyber/AI resilience, food–water–energy, macro-finance, and fragility/peace.
  • Secure, privacy-preserving deployments with local stewardship.

3) Co-Design Playbooks & Finance

  • If–Then Playbooks that bind forecasts to actions, roles, budgets, procurement, and logistics.
  • Pre-Arranged Finance: parametric triggers, contingent credit, layered risk transfer, and prevention-first public investment rules.
  • Outcome Verification so that spreads fall when verified risk removal rises.

4) Field-First Execution & Learning

  • Pre-contracted public–private–community implementers working to common contracts and data.
  • Independent evaluation, redress mechanisms, and continuous A/B improvement.
  • Quarterly Risk Geometry Notes: what couplings are strengthening, where criticality is rising, what worked in the last activation.

 

How We Work: A Human–AI–Nature Symbiosis

  • Sensing & Sensemaking: earth observation, biosurveillance, hydromet, cyber telemetry, market and mobility signals—fused through transparent models.
  • Predict → Decide Coupling: Markov decision processes and structural causal models drive pre-agreed actions.
  • Execution Lattice: locally led delivery; degraded-mode operations for continuity.
  • Ethics Gate: pause/repair authority when safeguards fail. No black-box governance.

  • Equity-First: protect the most exposed first; inequity is a risk amplifier.
  • Rights-by-Design: data minimization, consent, local stewardship, and real remedy.
  • Open by Default: protection should not be proprietary.
  • Falsifiable Claims: publish assumptions, errors, and third-party audits.

  • Tail-risk reduction vs. baselines (climate, bio, cyber, financial).
  • Avoided mortality and economic loss per dollar, equity-weighted.
  • Trigger-to-service time in hours/days.
  • Coupling indices before/after (e.g., climate→food→sovereign spread).
  • Trust & Justice: grievance resolution rates, satisfaction, and rights incidents.
  • Replication: number of jurisdictions and missions using open playbooks/models.
