Capacity development and technical assistance

Capacity development and technical assistance, taught twice over: as the working methods of the field and as its frontier since 2024, with labs on the Academy's tools, open data and the Nexus Standards.

Capacity development and technical assistance: foundations and practice

This area covers how risk capability is built in people, organisations and systems: needs assessment, the design of technical assistance and field assignments, team formation, independence and conflicts of interest, project risk and closeout, knowledge transfer and the monitoring of capacity change.

Why now

Technical assistance and capacity programmes depend on these flows; the contraction forces prioritisation, sequencing and closeout planning across risk programmes. OECD Development Assistance Committee, Preliminary ODA levels in 2025: Detailed Summary Note (DCD(2026)8), 9 April 2026

Learning outcomes

  1. Define capacity development and the other key terms of the discipline and use them correctly in a written case
  2. Explain capacity needs assessment and technical assistance design with a worked example and its source
  3. Apply the discipline's method to a documented case and explain each result with its source
  4. Analyse a named case against team formation and roles, stating evidence, date and limits

Modules

  1. Capacity needs assessment
    • Capacity needs assessment
    • Technical assistance design
    • Team formation and roles
  2. Conflicts of interest and independence
    • Conflicts of interest and independence
    • Field assignments and duty of care
    • Project risk and closeout
  3. Knowledge transfer
    • Knowledge transfer
    • Monitoring and evaluation
  4. Lab: the discipline's method
    • Technical cooperation is bought in person-days; divided by the counterpart staff who are meant to absorb it, the ratio predicts whether an assignment transfers capability or quietly replaces it, and the assessed capacity score moves accordingly.
    • Work the method through a documented case and explain each result
    • Read the method's sources and stated values

Why now

Technical assistance and capacity programmes depend on these flows; the contraction forces prioritisation, sequencing and closeout planning across risk programmes. OECD Development Assistance Committee, Preliminary ODA levels in 2025: Detailed Summary Note (DCD(2026)8), 9 April 2026

Learning outcomes

  1. Explain what changed in capacity development and technical assistance since 2024 and cite the studies, data or rules behind each change
  2. Reproduce development aid from OECD donors fell by a record 23 per cent on open data and state the uncertainty of the result
  3. Evaluate a 2024 to 2026 study: its question, data, method, limits and what it changes for practice
  4. Design an analysis that combines a frontier method with the faculty's instruments, and justify each choice

Modules

  1. Development aid from OECD donors fell by a record 23 per cent
    • OECD preliminary data show ODA from DAC members fell 23.1 per cent in real terms in 2025 to USD 174.3 billion.
    • Technical assistance and capacity programmes depend on these flows; the contraction forces prioritisation, sequencing and closeout planning across risk programmes.
    • OECD Development Assistance Committee, 9 April 2026
  2. Lancet study links USAID programmes to large mortality reductions
    • A retrospective analysis of 133 countries estimated USAID-supported programmes were associated with about 91 million averted deaths in 2001 to 2021, and projected over 14 million additional deaths by 2030 under an 83 per cent funding cut.
    • It quantifies what abrupt withdrawal of assistance can cost and why transition and exit planning matter in capacity programmes.
    • The Lancet, 1 July 2025
  3. UK Resilience Academy launched to train thousands in crisis skills
    • The UK government launched the Resilience Academy, offering training in business continuity, crowd management and crisis communications to citizens, businesses, emergency services and civil servants, aiming to train at least 4,000 people a year.
    • A national academy model shows one way to build and measure risk capability at scale across public and private responders.
    • Cabinet Office (UK), 28 April 2025
  4. Reproduction lab
    • Extend the discipline's method with one frontier method and compare its results
    • State the uncertainty and the limits of the result
    • Peer review against a shared checklist
  5. Technology that helps and the risks it carries
    • Foresight tools and regulatory sandboxes.
    • Threats to information integrity, and AI in public decisions.

06Questions

Questions, answers and key terms

Is the course free?
Yes. Every course and learning material of Risk Academy, led by the Nexus Consortium, is free to study, self-paced or with a cohort. Ordinary participation has no fee; paid work, internships and fellowships are separate arrangements.
What does completing a course give me?
A completion record: the course, its version, the date and what was assessed, private by default and shared by you. It stacks into discipline, department and programme achievements. A record states what was studied and assessed and does not certify competence; it is not a licence, a professional title or an employment status.
Where do the data and the places come from?
Every faculty teaches on a twin of a real place built from open data; each layer carries its provider, licence and date, and every result on the Academy states its source. Maps and figures are indicators for teaching, never an assessment of a place.
How do I take part beyond the course?
Form a competence cell of three to seven people, study a shared pathway, take a supervised assignment in the National Working Groups, or bring a cohort from your institution. For organisations.
