Why now

Mandate design and review are core risk governance questions; the findings show how institutional sprawl weakens delivery on shared risks. United Nations, UN80 Initiative: Workstream 2, 1 August 2025

Learning outcomes

  1. Define risk governance and the other key terms of the discipline and use them correctly in a written case
  2. Explain risk governance frameworks and institutional mandates with a worked example and its source
  3. Run the teaching model and explain how each of two changed inputs moves its outputs
  4. Analyse a named case against accountability and oversight, stating evidence, date and limits

Modules

  1. Risk governance frameworks
    • Risk governance frameworks
    • Institutional mandates
    • Accountability and oversight
  2. Safeguards against capture
    • Safeguards against capture
    • Organisational governance
    • Subnational governance
  3. Institutional capability
    • Institutional capability
    • Board oversight of risk
  4. Lab: the teaching model
    • A national risk register lists risks; only the share with a named lead body and an exercised plan is governed in practice, and that share sets how many days pass between a signal and a formal activation.
    • Change the inputs and explain each output
    • Read the model's sources and stated values

Risk governance and institutions: frontier methods

The methods, data, tools and studies that changed risk governance and institutions between 2024 and 2026, taught by reproducing them on open data.

Prerequisites
Risk governance and institutions: foundations and practice; Working knowledge of a scripting language (Python or R) for the labs

Why now

Mandate design and review are core risk governance questions; the findings show how institutional sprawl weakens delivery on shared risks. United Nations, UN80 Initiative: Workstream 2, 1 August 2025

Learning outcomes

  1. Explain what changed in risk governance and institutions since 2024 and cite the studies, data or rules behind each change
  2. Reproduce UN80 review finds duplicated and under-resourced UN mandates on open data and state the uncertainty of the result
  3. Evaluate a 2024 to 2026 study: its question, data, method, limits and what it changes for practice
  4. Design an analysis that combines a frontier method with the faculty's instruments, and justify each choice

Modules

  1. UN80 review finds duplicated and under-resourced UN mandates
    • The Secretary-General's mandate implementation review under the UN80 Initiative found overlapping mandates across bodies, weak coordination, fragmented delivery, a growing gap between mandates and resources and uneven review mechanisms.
    • Mandate design and review are core risk governance questions; the findings show how institutional sprawl weakens delivery on shared risks.
    • United Nations, 1 August 2025
  2. UK sets out a whole-of-society Resilience Action Plan
    • The plan sets three objectives: assess national resilience continuously, enable whole-of-society action and strengthen the public sector system.
    • It shows how a government is assigning accountability, scrutiny and capability for risks that cut across departments and local tiers.
    • Cabinet Office (UK), 8 July 2025
  3. UK National Risk Register moves to a dynamic assessment cycle
    • The 2025 register is the first public version of the National Security Risk Assessment produced under a dynamic process, with risks reassessed more often.
    • A national register that is refreshed continuously gives organisations and local planners a more current reference for their own risk assessments.
    • Cabinet Office (UK), 16 January 2025
  4. Reproduction lab
    • Extend the teaching model with one frontier method and compare its outputs
    • State the uncertainty and the limits of the result
    • Peer review against a shared checklist
  5. Technology that helps and the risks it carries
    • Foresight tools and regulatory sandboxes.
    • Threats to information integrity, and AI in public decisions.
