Twin figures for the Horn of Africa and the Nile basin states, counted from its layers at their stated dates.

Twin builder and simulator.

For Risk governance and institutions: the faculty's twin of Horn of Africa on the planet map, the globe and in 3D. Pick a generator, switch layers, run the instruments; every layer prints its provider and date.

The Horn of Africa and the Nile basin states: a flat plan of the faculty twin. 13 countries; First-level divisions, geoBoundaries gbOpen with a licence gate per boundary: live, loads in the twin; Disaster alerts, GDACS live: live, loads in the twin; Natural events, NASA EONET live: live, loads in the twin. Graticule every five degrees; countries (natural earth 1:110m) as outlines.

The discipline in brief.

The discipline teaches institutional mapping and mandate analysis, accountability and oversight design, safeguards against regulatory capture, subnational and organisational governance and institutional capability assessment, under ISO 31000, ISO 37000 and the OECD Recommendation on the Governance of Critical Risks (2014, with a revised text consulted on in early 2026), with the Sendai Framework's governance priority as the disaster case. On the faculty's globe it reads the Horn of Africa and the Nile basin as a network of mandates over territory, with a membership matrix that ships empty because no register row yet admits a member list. A graduate can map who holds a mandate over a shared risk, test an oversight arrangement against capture and write an institutional capability assessment that names its records.

This area covers how institutions are mandated, organised and held accountable when they decide on risks that cross sectors and borders. It is taught in the department of Governance, Public Policy and Foresight, Faculty of Governance, Policy and International Affairs, through courses still to be authored and 2 more that also teach it.
