Keeping the long term on the agenda of short-term institutions

Intergenerational governance and future generations

Most of the risks the Academy teaches play out over decades, while elections, budgets and markets run in years.

The discipline in brief.

The discipline teaches the law and ethics of duties to future generations, institutions built to represent them, such as the Future Generations Commissioner for Wales created in 2016, the UN Declaration on Future Generations adopted with the Pact for the Future in September 2024, long-term fiscal planning, the choice of discount rate, youth participation and climate litigation, and foresight units in government. It connects to the governance of catastrophic risk taught in the systems faculty. A graduate can assess a policy for its long-term effects, explain the consequences of a discount rate and design a mechanism that gives the future a voice.

This area covers how institutions take account of people not yet born or too young to vote: commissioners and committees for future generations, long-term budgeting, discounting, and the legal and ethical foundations of duties to the future. It is taught in the department of Governance, Public Policy and Foresight, Faculty of Governance, Policy and International Affairs, through courses still to be authored.
