Mandates, accountability, policy design, foresight and the capability to carry them out
A shared risk needs an institution that is mandated, organised and held accountable for it, a policy that is designed and evaluated, a scan of futures early enough to act on, and the capability to do all of this.

Twin figures for the Horn of Africa and the Nile basin states, counted from its layers at their stated dates.
For Department of Governance, Public Policy and Foresight: the faculty's twin of Horn of Africa on the planet map, the globe and in 3D. Pick a generator, switch layers, run the instruments; every layer prints its provider and date.
Drag to turn the globe, Ctrl with the wheel to zoom. Keyboard: arrows turn, + and - zoom, 0 resets, V steps through the views, Escape clears.
Flat map of the same data: the 13 countries on a graticule and the numbers below. The globe opens on devices with WebGL once its library has been checked; the live alerts, events and divisions load in the globe on request, each with its data date.
The map loads from this site as it nears the view (MapLibre 6.9.1, checked by hash).
The department's methods are institutional mapping and mandate analysis, regulatory impact assessment and policy evaluation, horizon scanning and the three horizons framing after the Futures Toolkit, scenario building under deep uncertainty, and capacity needs assessment with terms of reference and theories of change, under ISO 31000, ISO 37000 and the OECD governance of critical risks recommendation. On the faculty's globe the department reads the Horn of Africa and the Nile basin as an institutional network over territory: which body holds which mandate, which alerts arrive and from whom, and which cells of the membership matrix are empty because no record yet admits them. A graduate can write a mandate map, a regulatory impact assessment and a horizon scan whose every signal carries its source.
