Twin figures for the Horn of Africa and the Nile basin states, counted from its layers at their stated dates.
For Department of International Affairs and Diplomacy: the faculty's twin of Horn of Africa on the planet map, the globe and in 3D. Pick a generator, switch layers, run the instruments; every layer prints its provider and date.
Drag to turn the globe, Ctrl with the wheel to zoom. Keyboard: arrows turn, + and - zoom, 0 resets, V steps through the views, Escape clears.
Flat map of the same data: the 13 countries on a graticule and the numbers below. The globe opens on devices with WebGL once its library has been checked; the live alerts, events and divisions load in the globe on request, each with its data date.
The map loads from this site as it nears the view (MapLibre 6.9.1, checked by hash).
The department's methods are treaty participation reading from the depositary's records, institutional mapping of regional organisations and basin bodies, dialogue and negotiation analysis, adaptation planning and nationally determined contribution reading, and implementation gap analysis, under the 1969 Convention on the Law of Treaties, the 1997 Watercourses Convention, the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework. The Nile basin is the department's teaching case: the countries as published, the organisations whose member lists await their rows, and the treaties named with their status pages and never copied. A graduate can read a treaty's participation from the depositary, map a basin's institutions and write a cooperation note that names its sources.
