The discipline in brief.

The discipline teaches WHO and its governance, the International Health Regulations as amended in 2024, with the pandemic emergency level in force since 19 September 2025, and the WHO Pandemic Agreement adopted by the World Health Assembly in May 2025, which opens for signature only after its pathogen access and benefit-sharing annex is adopted; in May 2026 the Assembly extended the annex negotiations by a year, so the Agreement is not yet open for signature. It also covers global health financing, the Quadripartite on One Health, antimicrobial resistance governance and accountability reports such as the GPMB's. A graduate can read an obligation in the IHR and track a negotiation to its current status.

This area covers the institutions, law and finance through which states and other actors govern health risks that cross borders: WHO and the International Health Regulations, the Pandemic Agreement process, global health financing, and the coordination of the Quadripartite on One Health. It is taught in the department of International Affairs and Diplomacy, Faculty of Governance, Policy and International Affairs, through courses still to be authored.
